Wifey had a flat a couple of days ago, and I took out the tube, patched it and replaced it [slow flat, discovered at home]. Found that the tube was much bigger than the tyre, almost to the extent that it was doubling up to be inserted. I remember that this was pretty much a normal tube when I first installed it.

Do tubes 'elongate' or stretch with use?
