This joint isn't heavily loaded, but it gets enough of a load that if the joint is weak and there is an engraved cap it will break eventually.
Another plausible cause of cracking. The square edges if the deep "BIANCHI" cast into the seat stay caps could be a weak point that a crack could emanate from. It does appear to have cracked along the first "I" of "BIANCHI" which would be a thin cross section through the seat stay cap.
