Water itself does not increase wear. But wet weather makes damp grit more likely to stick to your parts. This is why chains and wheel rims/brakes wear much faster in wet conditions (sometimes with as little as 1/4 the life of dry weather usage). Proper oiling should extend your chain life, but you need to oil more often if you're getting your chain wet.
