A presta valve should not leak even with the nut all the way loose unless there is dirt in the valve or a bent stem.
I was thinking this very thing this morning, about the valve stem nut, going to check the tightness there - My other bike doesnīt even have a nut on the Presta stem on it so I guessed it wasnt too important.

EDIT - Sorry, have re-read what you said, and talking at cross purposes here - I thought you meanīt the nut that holds the value to the rim, this is what one of my other bikes doesnīt have.
