Pretty much any damage that riding can do is limited to replaceable parts so I'd try installing the wheel and riding it. If it's lube thickness and or seal drag both will loosen up soon with use. If it's metal on metal drag you'll know it when you look at things after riding. I seriously doubt that the drag is this though. Andy.
That sounds like good advice. I will put some miles on the wheels and check them in a month or two.
