Looks like it would be pretty simple to make these. I would find a piece of sheet metal the correct thickness and then cut it out with an EDM wire machine. once cut out it would be easy to make a jig to clamp the part and bend the tabs. I might even be able to make some titanium ones depending on thickness. I have alot of spare Ti lying around. also as Chombi said, it would be best to have the actual part on hand. even better would be to have the part(s) it mates with too. of course, this would be a no charge freebe type service for just a few parts. I would make thenm in my spare time and the turn around might be a few weeks. (note, I have no personal interest here, I do not own any Mavic parts (not even wheels) just offering my skills to keet some old parts from becoming useless)

If you wanted high volume I would look for local laser cutting job shop. they could probaly cut a 100 of these for about $100(min job rate) then you could bend them up yourself. with out too much effort.
