The real pity for him is that he probably would have been in no legal trouble had he only stopped right then. And assuming that he did not hit the guy deliberately when he had the ability to stop, then no legal issues would be correct. The salmon was begging for it.
He did the Denver PD, an enormous favor, by admitting to it, after the fact. While he left the scene, I could imagine, since the cyclist was going the wrong way, the driver's charge may be lessened.
