Tire problem, it's first for me

On my way to work this morning the rear end started to wiggle, almost like when you break a spoke.
When I got to work I checked the spokes to see if I could get home tonight and the spoke are all fine.

It's the thread that is coming off the tire, it's separating from the body of the tire!!! Just like a cheap recap!

Do they recap bike tires? I know they still do on truck tire and cheap car tires but I don't know if they do with bike tire

It's a Specialized tire that came with a specialized Allez 2005 that I bought for parts (cracked frame) last summer. I use that wheel as a spare when my regular wheel as a broken spoke or something so I never bothered with the tire as the thread is like new.

So I went to the lbs a bought the best tire I could with the little money I had this morning (40$) I got myself a Vittoria Rubino 700x23 60 tpi rated for training that should give me good mileage (9000 kms last year so mileage is important for me) 32.99$ + taxes.

Anyone ever had that?
