When a product is as sparse on detail in the specifications as that is, it's generally not a good sign. It doesn't say anything about what the video resolution is, how it's stored (Motion JPEG, h.264, etc) or anything. It's not guaranteed crap, because for $30 you can get a #16 HD keychain camera that actually shoots reasonable video, but it's probably not very good.
