It doesn't say anything about what the video resolution is, how it's stored (Motion JPEG, h.264, etc) or anything. It's not guaranteed crap, because for $30 you can get a #16 HD keychain camera that actually shoots reasonable video, but it's probably not very good.
On the Vivitar site, it shows that HD is 1280x720 @ 30fps and VGA is 640x480 @ 60fps, and looking at the online copy of the manual says that the file format for video is AVI and for pictures it JPEG.

Now, having said all that, I probably will be passing on this. May have a chance to pic up a used GoPro (first generation) that a friend may part with when he gets his GoPro 3 White this coming weekend.
