Luganos are schwalbe's cheapest road tyre, they won't last nearly as long as (for example) their Durano. But don't assume that they are worn out just because you can see some wear. I'd be very very surprised if you didn't get well over 1000 miles from them.

as others have said, don't swap a worn rear tyre to the front, you want your best tyre on the front. Going the other way is fine, though, plenty of people do the same as Velo Vol; when the rear tyre is worn out they move the front tyre to the rear wheel and put the new one on the front.
