Powder coat is melted plastic. What I've seen on motorcycle frames is moisture getting in through a crack or chip, roaming around then the powdercoat coming off in big chucks as it loses adhesion.

Again, I wouldn't powdercoat an old Cinelli, but an old Motobecane or Falcon, sure.
