It would be most prudent to run brakes on a setup like that, but yes you should be able to do it with a fixed cog and a BB lockring. Make sure that you have the tools needed to get them on as tight as possible.
I do. I could also apply Loctite, I suppose to be really sure. But then I may not ever get it off.
