Did you forget the spacer that goes on the hub first before you begin putting the rings on? If you do, the lock ring will fully tighten to the torque spec, but it won't be squeezing the rings together and they will be loose on the hub.

I know because I did it two days ago on my new Boyd 58s but luckily realized it right after I got done torquing
