I wouldn't mind putting serious riding time on this bike with perhaps just some alloy rims and modern chain and cable housing.

Inspect the front derailer first for cracks in the clamping body.

The handlebar stem is not known as a high-strength part suitable for aggressive riding or heaving heavily on the handlebars while climbing steep hills. It is French-sized however, so normal stems won't fit this fram without some serious sanding to reduce the diameter ~.1-.2mm
