For convienence I lump the all together. Far too many of them are over paid and under worked, thats why they come up with stupid ideas like MHLs.
Legislators rarely introduce bills which are not requested by constituents or lobbyists. Few new bills like MHLs are fostered by the executive apparatus you call bureaucracy, although plenty of housekeeping amendments do originate internally.
