Yes a step through frame does make getting on and off easier, particularly with a child seat on the back,
or as well with a trailer.. In the NL, they're the Oma (rather than Opa)

my Bike Friday is Functionally a Step through frame. the main tube is pretty low.

a BakFiets is a box in the front, with Frame made so a wheel extended to the front .

now there are some US builders of that type bike.. [kids in the box on seats, in front of you]
