Both of those frames will attract attention, no matter what color it is, especially with that price range. My advice would be to choose the Leader (out of those two), and save some money for quality locks (we're talking two krypto fegeddaboutits and a cable or something) along with your parts. You can build a VERY nice bike with that money.
