Thanks Oddjob2! Yeah, new handlebar tape is the first thing on my list. About to buy a helmet and a rear light.

Now, if you want to keep that bike . . .

Spend $50 on a good U-lock and use it through the frame and a wheel and a bike rack, every single time you park the bike. Consider getting keyed skewers instead of the quick releases, to protect the other wheel. Never leave your bike locked outside overnight, or even for a little while in the wee hours, bring it inside. U-locks can be cut in 30 seconds with an angle grinder. Oh, if you ever come back to your bike and find that someone else has "accidentally" locked their lock around your bike, it wasn't an accident. They intend to come back later and take your bike, so unless you call a locksmith or campus cops or a friend with an angle grinder and cut their lock off right away, your bike will be gone that night. Some of us end up with a $50 beater bike for visiting bars etc.
The campus cops at my uni held a meeting with us to discuss how unsafe all of our bike locks were. It was a little annoying because in the end he didn't really seem to tell us what was actually safe, just that everything was unsafe. I'm going to do some more research on bike locks. I think I remember him saying a U lock with a chain type thing was good.
