Building a disc touring bike.....frame help and a possible ebay deal?

Hey everyone....

So, I've decided to build a touring bike. I stopped in my LBS today and picked out parts and such behind the counter. I'm looking at disc brakes for various reasons, primarily the fact that if Im spending 1200+ on a bike, its going to be my bike for a long time, and serve as my commuter as well. I live in Montana, and plan on commuting year round, and my canties did not stop me on those sleet ridden days. Anyway, I was looking at building off of the Surly Disc Trucker frame set, but my full build put me at about 1430 bucks, which is a bit out of my price range. If I can save some money by getting a frame that doesn't have the brand name price associated without compromising quality, I will. I found this guy tonight.

I have a few questions......

Primarily, just what do y'all think about this? Too good to be true or a screaming deal?
Secondly, what do you all think about the chainstay length for touring? Good enough or too short? Im about 5"6, small feet.

Lastly, and unrelated to the frame....do any of you have advice on a decent steel frame, Reynolds or ChroMolly, that can accomodate discs and is under 470?
