Assuming you mean that you are using the 3s Power for display on your Edge 500, it shouldn't -- the graph should be taking the raw power data from your Garmin.
If there's some kind of smoothing that Strava allows you to apply (I don't pay for their power analysis since I've already paid for WKO+ for that), then 3s smoothing would bring down the effect of spikes lasting less than 3 seconds.
