Stem could be a problem, although a number of years of Colnago team TT bicycles used this stem and headset (1980-'83 or '84), so there are some out there, or of course you could fabricate one or have one fabricated.

The 25mm Campagnolo Super Record alloy fluted seat posts, do pop up on Ebay frequently. These are what were used, turned down on a lathe to 23mm OD. This is a one-hour project, but requires a four-jaw non-scrolling chuck to properly secure it in the lathe.

Shout if you need decals. Should be done in 2-3 weeks.
