Frame symmetry and rear dropout spacing

Is an increased width of rear dropouts necessitated by use of a wider OLN rear hub applied symmetrically in the rear triangle, or non symmetrically to the non-drive side??
Rear hubs appear to be relatively consistent in regards to drive-side flange to locknut spacing, indicating that, as the OLN
increases, the change comes on the non-drive side.
If chainline and rear derailleur considerations are not to be affected, indications are that the non-drive side dropout will be spaced farther from the centerline than the drive side.

What is the scoop??
