I don't see how any of that changes because of these new rules. But I'm just a newly-minted 3, so WTF do I know? Just thinking out loud.

hell i'm about to get my ass handed to me this year.....last year, if i started as a 2, im be pretty darn close to my 1 upgrade by now (especially if i started racing by now). I think the rule isn't smart or dumb (after further review). If someone upgrades, but realizes they were way in over their head, so what? they'll either race more/get stronger, or downgrade. 'tis not a problem. I could see this being useful in an area like mine, where we only race 1/2/3 race, 3 races are a joke compared to a 1/2/3, which are ajoke compared to 1/2 race. (Note i could get dropped by most 5's right now, so don't get too mad about my previous statements).
