I'd check with Chuck at Pacific Coast Cycles first. He's a bearded retro-grouch, so if you go down there expecting immediate service (for him to do it right there while you wait) or ask for a discount, please don't tell him I referred you.
If Chuck is too grouchy, there's also Cyclart in Vista. The admin office isn't super fast or efficient, but Greg and the crew in the back do excellent, meticulous work.
