A 38t small chainring will fit, but not do much. I'd suggest a 50/34 or 50/36 if money allows. Otherwise, 11-28 cassette. Though, if you're making it up the climbs as-is, I'd suggest an easier cassette should be enough, and you'll get more fit in time.
