I'd replace the chain and clean up the rust on the hubs and QRs. I would NOT try to clean the rust on the casette. When you put the new chain on, the lubricant will take care of the cassette. I'm really into Nishikis currently owning 3 mountain bikes and 4 road bikes. But the Blazer is a lower end bike. Check the frame to see if there is any serious rust that may be eating into it structuraly. Probably not, but check any way. Certainly it's worth a new, low end chain. Other than the chain, I would lube the hub bearings and bottom bracked if you have the tools and do it your self. Other than that, and painting the stem & bars with spray paint, I'd just ride that bike. It's not worth a substantial investment.
IMHO, you did OK for $25.
