Travelling in cold weather will be less comfortable, more dangerous, and generally less done. Populations will shift to moderate climates.
What I ride today doesn't have cabin heat. Come to think, it doesn't even have a cabin. But I'm not uncomfortable and I travel as much as people with cars.
I do live in the moderate climate of Michigan, where it's never too cold in summer or too hot in the winter.
