You're mistaken. It's a crazy thing to do especially in a racing environment. Experienced racers look ahead, so they can anticipate events instead of having to react to them in a nanosecond. They don't need to stare at the wheel in front of them to know where they are relative to that wheel, because they are accustomed to riding at close quarters.

Staring at the wheel in front of you is a classic Cat 5 mistake. Sight through the jersey pockets of the riders in front of you and look up the road as much as possible.
