The torker graduate that was suggested up-thread plus a VO chainguard or a chainglider would give the best of both worlds: low maintenance and low cost, plus the torker is a pretty plain looking bicycle that could easily get overlooked. I dunno how hilly Alexandria is but I find the 5 speed range good enough for commuting and grocery hauling... it's not a haul-ass bicycle so much as just a hauling one.
