When I first started I wore some baggier starter windbreaker pants over true cycling shorts. They work great at keeping your legs warm as they keep all of the wind out, and simple duct tape around the ankles (both) keeps thing in order.

On organized centuries, you'll see people wearing all kinds of things and they finish just fine. Most people will probably find tights more comfortable, and they're certainly more aero. I would be surprised if tights didn't last far longer.
