Maybe the handlebar on your road bike isn't set up for distance/touring. There's a significant difference in height between an aggressive road bike handlebar position vs a more comfortable one typical of distance/touring setups.

When my hands are on the hoods or the top bar, it's very possible that my angles aren't that different from yours -- which is way more upright than when Hesjedal is on his hoods. Likewise, when I'm on my aeros, I'm not even near how low the tri guys get on theirs.
