When I ride in Brooklyn - a few times a year - I never, ever obey stoplights or stop signs, unless I'm in danger of getting hit by a car or pedestrians. I only made the mistake of stopping at a light the first time I rode in NYC, when I realized I was the only cyclist who did stop, not to mention there are no pedestrians who obey the law, either.
It's a different story in L.A., where I live, and where we don't have masses of people on foot or on bike who all break the law. We're more sheep-like, cowed apparently by the mere thought of authority.
