Yes, it's a joke, and a pretty funny one, too. More important than the number of "speeds" you have is the range available to you, and how useful it is in practice. Corncob 10-speed cassettes with wide-range doubles up front are a good example of "many speeds, poor usability" that I see all too often. That is why the OP would want to look closely at the cassettes he considered, and make sure he was getting one with as wide of a range as practical. If you got a corncob road cassette setup as a 1x9 or 1x10 you'd be awfully disappointed at the usability.
