Most of your stuff sounds weenie enough, but you can try and find something lighter than the Simplex derailleur and even the Stronglight 107 cranks (I really suspect a model 106 is lighter with the flutes on the crank arms and the cut outs on the big chainring). If you have a Suntour Cyclone MkII derailleur, I think it will still be lighter than the Simplex. My favorite weenie RD is the Mavic 810/851 SSC "erector set" style derailleur (very light plus nice drillium styling). They used to sell for quite reasonable prices a few years ago, considering it was a flagship derailleur from Mavic,....but unfortunately, mega price sellers had been successful to drive up the asking price to almost double in the last couple of years even if the supply of the RD has not been a problem....

CLB Competition brakes would be the natural choice for a French weenie build...
A full alloy FW from Maillard, Zeus, Suntour, Everest, or if your pockets are really deep, Campagnolo, can cut off some of the biggest amount of weight from a build
I don't doubt that a mid sized 979 frameset build with the right components can be brought down to at least the 16 pound weight level....
