What I concluded was happening was that at the valve hole, the well was so narrow that the reinforced area around the valve prevented that part of the tube from resting in the bottom of the rim. The valve sat high, and the rest of the tube stretched down resulting in the tube bulging and stretching at the edge of the reinforcement.
That's the only explanation for this IMO.
