Actually it's an old Ten Speed Drive advertisement from my archive of magazines, hence the inclusion of the price. BTW, I should mention it is a 1986 advertisement though the OP bicycle itself could easily be +/- one year or even more. The advertisement also happened to include a complete list of Cocc dealers and, given the Denver Craiglist, was probably originally purcahsed at Bicycle Pedaler.
While the Victory group was typically found on Matrix frames, full SL was not unknown. In addition to this Ciocc there was the Bruce Gordon Chinook Victory, KHS John Howard Professional, Lotus Victory, Olmo Competition, Pinarello Victory and Serotta Nova Victory. There were also a number of tretubi SL frames with Victory, the most curious being the Pansonic Team Europe II.
On top of that, there were all the mail order houses selling frames with your choice of group. The old world mentality was to buy the best frame possible then use the remaining money to outfit it. The argument was that the frame was more important and the components easily upgraded, one at a time, in order of priority, when the money became available. That logic was largely lost on North Americans.
