Funny you mention that, because going stoveless was one big step to my being able to tour with only one set of panniers. My old stove, pot, and fuel took up one front pannier.
For a solo three-season tour, the homemade alcohol stove mentioned above can be a good solution without adding much weight, cost, or bulk. It's best for boiling water, not so good for simmering, frying, or real cooking. There's a short learning curve to making and operating one. And you have to keep an eye out for fuel, which is not a big deal most places (until it is).
