Not warped - it is supposed to look like that! It isn't a seal - it is a wave washer/spring which puts a measured amount of preload force on the press-fit bearing to keep everything nicely in place. Unless the bike is misbehaving somehow, then go ride!

Edit: It is not actually part #3, sometimes the wave washer comes from the bottom bracket, and sometimes with the crankset, but you won't always see it shown on both sets of exploded drawings. It is definitely supposed to look that way.
