The term is "cartridge bearings", as a lot of bearings are sealed that are still cup-and-cone ones, but yes, it's probably fine. I've seen a BMX frame with an integrated headset that looked far worse than that - the owner had cracked the lower bearing cartridge and not noticed. The bearings still went in fine.
