Sounds like the throw to the outer side to the big ring is not far enough, 2 things are going to effect this, the limit screw or just not enough throw from the lever, as long as FD is sitting correctly height and alignment .
# 1 see if the limit screw is touching the stop on the FD if it is you need to back it out. If it is not touching turn the barrel adjuster CCW till it hits the stop see it thats enough if not you need to adjust the stop on the FD.
If not I'd start from the beginning by removing cable then checking FD height and alignment then stop screw adjustments both hi and low (Clearance inside and outside of cage to chain your book should show this to help you), turn in all barrel adjusters reattach cable do all final adjustments remove slack with barrel adjuster shift if you have done it correctly you should be good or at least close to were you only have some slight fine tuning to do.
