The problem with your requirements for $1000 is, you will end up with a cheap bike that you hate. With SLA batts, they don't last long and are heavy. I hate them and don't recommend them but they do still have a place in the ebike world.
Here's my ebike. I built it myself but I have about $1800 in it. Even this bike will not meet all your needs (You will have to do quite a bit of pedaling to go 20-25 miles on this one but the top speed is about 28 w/ no problem).

I ride it to work everyday (weather permitting), charge at work, ride to the gym, work out, ride it home (17 miles roundtrip). No pedaling, avg speed about 21mph. This bike flies and I love it.
