Bikes: old mongoose MTB

so whats the rule of thumb with shifters and brake levers?

some background info: im fixing up a bike that has been sitting in an outside shed for the better part of 8 years and when i dragged it out the bike was caked with dust so i decided a complete overhaul was in order.

continuing on with my bicycle overhaul, should i clean up my shifters and brake levers? i assumed i should since they have been exposed to so much dust and such. if so, how do i clean them? what should i lubricate them with? they didnt seem to sticky when i last used them but better safe then sorry, right?

and i have trigger shifters (i think thats what they are called, they have two small levers, one shifts up, the second shifts down).
