I recently stripped the head off one of my disc brake rotor bolts. My rotor bolt threads are coated with blue Loctite (the breakable sealer). I was pleasantly surprised at how easy it was to remove the broken bolt with a screw extractor kit. I would think this is an option for you as long as your seat clamp bolt isn't rusted and you have access to an appropriately sized screw extractor.
