Just a thought. Try a woman's specific design. I'm thinking a nice hybrid would be the ticket. Women's designs can be bought in smaller sizes and are set specificly for a woman's body. Try a Trek or Specialized dealer. Those I've seen at my local bike shop. They look nice, Give a woman's design a hard look.
