Thinking of imitating this bike's looks for a commuter roadie

Hello

As some probably know I'm looking to replace my stolen commuter, these days I've been giving thought to the idea of switching to a road bike, as I've fallen in love with the looks of this video's (apparently heavily modded) bike:


That's a 2010 Allez frame I think; in looking for a similar one locally, I've been checking out a 2013 Secteur Compact bike at various LBS (that's the complete bike of course, not the frame alone).

If I were to make the bike look more like the one on the video (I really like the 'red sports car' theme going on there), I'm guessing I'd have to upgrade the wheels to some sort of 'aero' wheel set, change the saddle and the handlebars, and get some similar SL-K components, at least?
Honestly, I haven't been paying attention to the specs much yet (basically because I'm still unfamiliar with road bike components).

It's an idea I'm trying to decide on for now, the price on the original Secteur bike is not that high to begin with, I think (it goes around $1000 locally) and it could be a fun project to slowly upgrade on. Does it sound like a good idea to you? I know the bike on the video has been upgraded, although I'm not sure to what extent (financially speaking).
