It's Minoura brand, and the 4 bolts you see are just for mounting the cage holder and are not related to the stem
it's like this, only with two holders
I already removed it honestly
the bike has brazeons for waterbottles so I dont get the point of putting them on the handlebars where they would just make handling worse when full
