I'd bet you dollars to donuts that he was in excess of the speed limit for the road, and certainly in excess of the posted speed for the turn. An accident reconstructionist could calculate that pretty closely with knowledge of the frame rate of the video, and measurements of the scene.

You argument appears to essentially be a skilled motorcyclist could have gone through the turn faster, and not hit the cyclist. I don't doubt that. It doesn't alter the fact that he was going at an excessive speed for the circumstances.
A racer on a 600cc sport bike will run and hide from a an average guy on a liter sport bike at the track. 1 liter sport bikes are obscenely fast. I wouldn't own one in fact. Circumstances?...only relative to his skill level.
The guy could have easily made the curve had he the skill to negotiate it. I don't endorse riding fast on the road, but if we do...some training is in order at the track.
