You mean, does Reynolds offer a product that's an improvement over straight gauge 4130? Yeah, for sure. All the major tubing manufacturers make their bread and butter by doing better than vanilla 4130.
There's lots of good things to be said for their various offerings.
Mostly what they come down to is various ways to make a frame lighter, be it butted tubing, lightweight steel, heat treated, whatever. Ways to have less mass but equal strength.
I've heard a rumor that Reynolds is working on some corrosion resistant tubing. Spooky stuff.
