They are a menace to society and themselves and cause unnecessary wear & damage to the roadway.

At some point, someone will be killed there (if not already) and the local HP really ought to get the situation under control.

The fact that the cyclist didn't get killed is irrelevant and immaterial. He could have easily been snuffed out or rendered an invalid upon impact. That he didn't is either pure luck or a miracle.
